Established in 2000, the Office of Nonproliferation and International Security (NIS) is part of The U.S. Department of Energy, National Nuclear Security Administration. NIS works to prevent the proliferation—or spread—of weapons of mass destruction (WMD) by strengthening the nonproliferation, nuclear security, and arms control system.〔NIS Website - www.nnsa.energy.gov/nonproliferation/nis〕 NIS applies program, technology, and policy expertise to: * Safeguard and secure nuclear material to prevent its diversion, theft, and sabotage. * Control the spread of WMD-related material, equipment, technology, and expertise. * Negotiate, monitor, and verify compliance with international nonproliferation and arms control treaties and agreements. * Develop and implement DOE/NNSA nonproliferation and arms control policy to reduce the risk of WMD. == New START == Working with the NNSA Defense Programs, Congressional Affairs, and other DOE/NNSA elements, NIS helped facilitate U.S. Senate consideration of the New START Treaty, which entered into force on February 5, 2011. To achieve Senate consultation and approval of the Treaty—which was provided on December 22, 2010—NIS prepared testimony for the Secretary of Energy and NNSA Administrator in support of the Treaty, and developed and coordinated responses to numerous questions regarding the impact of New START on DOE/NNSA's future plans to maint the nation's nuclear weapons stockpile. New START replaces the 1991 START Treaty, which expired in December 2009, and supersedes the 2002 Strategic Offensive Reductions Treaty, or Moscow Treaty. New START will reduce the number of deployed strategic nuclear warheads by nearly 75 percent from the START-accountable limit of 6,000, and is a 30 percent reduction compared to Moscow Treaty limits.〔"Building Trust through Verification: NNSA's Office of Nonproliferation and International Security Plays Key Role in the New START Treaty."
